SERV-141 — test instructions

ADO bug: 21820

Was failing: Nav rendered at page bottom, not sticky, captured wrong headings.

Fix applied: Nav hoists into the sidebar, sticky, lists only this page's own h2/h3 (skips alerts, navs, hero, cards).

Tester steps:

1. Scroll this page → sidebar nav stays put.
2. Compare links to headings below — order and hierarchy must match.
3. Confirm no alert/hero/card entries appear.

Expected: Sticky nav = page's own headings only.
