ADO bug: 21818

Was failing: No in-context Alert control or guidance on the Service form.

Fix applied: Alerts are separate Alert content; the Service form points authors to Content → Alert. Multiple active alerts intentionally stack.

Tester steps:

1. Edit this node → find the Alert guidance text.
2. Create an Alert (Content → Add content → Alert) targeting this page → publish.
3. Create a second targeted alert → view page.
4. 350-char body check happens on the ALERT node (SERV-018).

Expected: Guidance visible; targeted alerts render as a stack — stacking is correct.
