TOPIC-070 — test instructions

ADO bug: 21832

Was failing: Related content optional + hidden-when-empty.

Fix applied: Field is optional on Topic; empty sections are gated.

Tester steps:

  1. View → Related band shows cards for the seeded refs.
  2. Edit → remove all refs → band disappears.

Expected: Cards render; empty state hides the band.
