Fix applied: Contact derives from Owning Departments — documented; explicit selector is an open design decision (record, don't hard-fail).

Tester steps:

1. View → find the Contact section; note which department it names.
2. Edit → compare with Owning Departments.

Expected: Rendered contact matches owning department(s).
